During the harvest season, he went to the village to provide food for his hungry children. He collected the ears of grain that had fallen on the roads and fields, begged, obtained about twenty kilos of barley, ground it in the village water mill, and carried it on his back. On the way to his house, the guard caught him in the city, brought him to the police station, and from there he went to the courthouse. The woman is crying, whining, begging and saying, "My children are hungry." An officer replies: "Your action is illegal, you must buy bread with a ration card." The woman replies: "How can I buy bread for 75 kuruş per kilo? Do I have money?". Ultimately, the court says, It decides to confiscate the barley flour and collect twenty-five liras from the woman." Ahmet Emin Yalman, an important journalist of the 1940s, wrote in his column in Vatan Newspaper dated July 14, 1943, an incident about how the state took and implemented harsh measures in the ration card application of the 1940s. Although Turkey did not directly participate in the Second World War, it was a country that felt the effects of the war closely in the form of social problems such as poverty, hunger, widespread black marketeering, and long queues. Although nearly seventy years have passed, the war years have been a report card. Its application still remains a controversial issue. Despite being such a controversial issue, the ration card application during the war years has not been adequately addressed and examined on its own until today. This book, titled "Ration Card Years: A War Finance Application", which attempts to examine the rationing method applied during the Second World War, especially in the distribution of bread and food products, aims to contribute to Turkey's recent history socio-economic research field, as it is the first detailed examination in its field.
